The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from different nations. Significant resources is devoted on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a drone close by, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to fill in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unfeasible to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until conditions improve in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
